Биографическая справка: В 2014 г. с отличием окончила МГУ имени М.В. Ломоносова, Факультет мировой политики, в 2017 г. – очную аспирантуру Факультета мировой политики МГУ имени М.В. Ломоносова. В 2019 г. защитила кандидатскую диссертацию на тему «Политика США и ЕС на Арабском Востоке в условиях процессов политической трансформации в странах региона в 2011 – 2016 гг. (на примере Туниса, Египта и Ливии)» . Сфера научных интересов: теория и практика применения санкций и ограничительных мер, санкционная политика ведущих международных субъектов, международные режимы регулирования, международная политическая экономия, политика Европейского союза на Ближнем Востоке, внешняя политика Европейского союза. Педагогическая деятельность: С 2017 г. работала в должности преподавателя факультета мировой политики МГУ имени М.В. Ломоносова. С 2023 г. по 2024 г. занимала должность заместителя декана по учебной работе факультета. С 2022 г. работает в должности доцента факультета мировой политики МГУ.

В условиях значительного расширения практики применения санкций проблема их гуманитарного ущерба в целом, деструктивного воздействия на оказание помощи нуждающемуся населению целевых стран в частности приобретает особую остроту. Как активный субъект санкционной политики и донор гуманитарной помощи Евросоюз уделяет существенное внимание проблеме негативного влияния ограничительных мер на фундаментальные права человека, на гуманитарную деятельность в подсанкционных странах. Данное исследование призвано выявить сущность, логику и цели усилий ЕС по смягчению деструктивного воздействия рестриктивных мер на оказание гуманитарной помощи нуждающимся группам населения на примере политики Брюсселя в отношении Сирии до и после разрушительного землетрясения 2023 г. В статье исследованы архитектура политики санкций и гуманитарной помощи Евросоюза, показаны роль и значение гуманитарных исключений из санкционных режимов в политике и риторике ЕС. В фокусе внимания автора находится сирийский кейс. Его изучение позволяет выявить дилеммы санкционной политики Евросоюза в отношении Сирии, мотивы и инструменты смягчения воздействия рестрикций на гуманитарную обстановку в стране, находящейся в непосредственной близости от южных границ Европы. Особый акцент в работе сделан на изучении подхода Евросоюза, как крупнейшего донора, к минимизации негативного влияния рестрикций на оказание гуманитарной помощи Сирии. Изучение усилий Европейского союза на сирийском направлении позволяет показать роль гуманитарных исключений из санкций для смягчения воздействия ограничительных мер на оказание помощи, а также их значение для достижения политических целей Евросоюза и его международного позиционирования.
In times of a significant expansion sanctions practice, the problem of their humanitarian damage in general and their destructive impact on the provision of humanitarian assistance to population of target countries in particular becomes especially acute. As an active initiator of restrictive measures and a leading donor of humanitarian aid, the European Union pays significant attention to the negative impact of restrictive measures on fundamental human rights and on humanitarian action in sanctioned environments. This study identifies the essence, logic and goals of the EU’s efforts to mitigate the negative impact of restrictive measures on the provision of humanitarian assistance to those in need using the example of Brussels’ policy towards Syria before and after the devastating 2023 earthquake. The paper examines the architecture of the EU sanctions policy and humanitarian assistance, shows the role and significance of humanitarian exceptions from sanctions regimes in EU policy and rhetoric. The author focuses on the Syrian case. Its study allows to identify the dilemmas of the EU sanctions policy towards Syria, the motives and tools for mitigating the impact of sanctions on the humanitarian situation in a country located in close proximity to the European southern borders. Particular emphasis is placed on studying the approach of the European Union, as the largest donor of aid, to minimizing the negative impact of restrictions on the provision of humanitarian assistance to Syria. A study of the European Union’s efforts in Syria shows the role of humanitarian exceptions from sanctions to mitigate the impact of restrictive measures on the provision of assistance, as well as their importance for achieving the political goals of the European Union and its international positioning.
